Our Steering Committee

Shikee Franklin is the Head Start/Early Head Start Director with Hampton Roads Community Action Program. She resides in Emporia. She earned an Associates in Business Management at Southside Community College, a Bachelor’s of Science in Organizational Management at St. Paul’s University, and a Master’s in Education at Central Michigan University. Along with her extensive responsibilities with HRCAP, she remains involved in a multitude of early childhood education committees. She is the Immediate Past President of the Virginia Head Start Association, a member of the National Community Action Head Start Task Force, Chair of Virginia’s Early Childhood Advisory Committee, Chair of Hampton Mixed Delivery Leadership Team, and is a member of Governor Northam’s School Readiness Committee. Her favorite children’s book is “Oh the Places You’ll Go” by Dr. Seuss.
